Why are pool floats not allowed in Apartment communities pools?

Pool floats are a great relaxing way to enjoy your day at the pool, in the water floating away your worries.  In a home pool with only you and your two (or no kids) kids, you have the pool all to yourselves.  In an apartment community pool, you are sharing the entire pool with all of your neighbors.  A pool float takes up a significant amount of space and you float aimlessly into and in the way of your neighbors ability to enjoy the pool.  So, take a dip in the water and then lay out on a lounge chair and enjoy your time by the pool.
